Check out this link regarding exporting shrimp/fish. I didn't realize this and I probably shipped (6) opae ula shipments. The next two were confiscated by California Fish & Game. I do have an export license but when you add all the fees up it's crazy. I no longer sell outside the U.S.

Yep its like that here in the UK too, i get inquiries from most of Europe for shrimp and plants but when i go through our mailing prohibited items they all state no live shrimp and plants which is a real shame.
